Part 1.
Randall Mills, in his theory of "classical quantum mechanics," claims that hydrogen can exist in a state that has lower energy (he calls it a "hydrino") than what we now consider to be the ground-state of hydrogen.

Please investigate Dr. Mill's concept of the hydrino and, using your chemistry background, explain your reaction to his claim of the existence of the hydrino.
